Article Twenty Eight:
A scientific council shall be established in each university to supervise the scientific affairs of faculty members and the affairs of research, studies and publication, and in particular:
- Recommending the appointment of faculty members at the university.
- Deciding on the scientific promotions of faculty members at the university in accordance with the rules approved by the Higher Education Council.
- Encouraging scientific research, authorship, translation and publishing, and for this purpose:
a) Setting rules to encourage the preparation of scientific research. b) Proposing the establishment of scientific research centers.
c) Coordination between scientific research centers and the development of a general plan for them.
d) Organizing the link with research centers outside the university. e) Determining the incentive and appreciation rewards for scientific works, arbitrating them and ordering their disbursement.
f) Publishing research, literature and scientific theses that he deems fit to be published.
g) Recommending the issuance of scientific periodicals.
h) Recommending the establishment of scientific societies and museums and coordinating among them.
i) Approving the textbooks and theses referred to it that need to be reviewed.
J) Evaluation of academic certificates submitted by Saudi faculty members.
k) Consider what is referred to it by the University Council.
Article Twenty Nine:
The Scientific Council shall be composed as follows:
1 - Vice President for Graduate Studies and Scientific Research - Chairman.
2 - One faculty member for each college or institute with the rank of associate professor at least, and their appointment shall be issued by a decision of the University Council based on the nomination of the College or Institute Council and the approval of the University President.
By a decision of the University Council, a number of other members working in research and scientific issues may join the membership of the Council, not exceeding half of the total members, and all members shall be appointed for a period of two years, renewable once.
The Council may form permanent or temporary committees from among its members or others to study what it assigns to them.
Article Thirty:
The Scientific Council meets at the invitation of its president at least once a month, and the president may call for a meeting if the need arises, or if one third of the members submit a written request to it, or at the request of the university president, who may request the inclusion of any issue he deems in the agenda and has the presidency of the council if he attends it and its meetings are not valid unless attended by at least two-thirds of its members.
Article Thirty one:
The decisions of the Scientific Council are issued by an absolute majority of the votes of those present, and if the votes are equal, the side in which the president is weighted, and the decisions are considered effective unless an objection is received from the university president within fifteen days from the date of their arrival to him, and if he objects to them, he returns them to the Scientific Council with his point of view to study them again, and if the Council maintains its opinion, the objected decisions are referred to the University Council and considered in a regular or extraordinary session, and the University Council may ratify, amend or cancel the decisions. His decision is final.
